An EMH program who grew into a person.
The Doctor is Voyager's Emergency Medical Hologram, a program designed only for short-term use in emergencies. When the ship is pulled into the Delta Quadrant in the pilot and the medical staff are killed, he becomes its full-time physician. Robert Picardo plays him as vain, sharp-tongued and increasingly compassionate.
Running far beyond his intended limits, he expands his own program, takes up opera and other hobbies, and gains freedom of movement through a mobile emitter from the twenty-ninth century. He mentors Kes and later helps Seven of Nine learn social skills. He never settles on a permanent name, trying several over the years; only in the alternate future seen in the finale has he chosen one.
In Author, Author his holonovel is distributed without his consent, and a Federation arbiter rules that he is an artist with the right to control his work, while declining to rule on whether he is a person. The wider question of holographic rights is left open. He later returns in Star Trek: Prodigy.
