An alien trader who stole the Doctor's mobile emitter from Voyager and sold it to an overcrowded hospital.
Gar is a trader whose theft sets Critical Care in motion. He steals the Doctor's mobile emitter, with the Doctor's program inside, from Voyager and sells it to the administrator Chellick, who puts the hologram to work in his rationed hospital.
While the Doctor struggles with the hospital's treatment rules, the Voyager crew tracks Gar down. Neelix tricks him into revealing where he sold the Doctor, and Voyager sets course for the hospital in time to rescue him.
