A young patient at a Dinaali hospital whose low Treatment Coefficient denied him the medicine he needed, despite the Doctor's efforts to save him.
Tebbis is a patient on the poorly equipped Red level of the hospital where the Doctor is forced to work in Critical Care. He has a terminal condition that the hospital could treat, but his Treatment Coefficient, the rating that measures a patient's value to society, is too low for him to qualify for the drug.
The Doctor smuggles extra doses to Tebbis and others, but he is caught and moved to the Blue level, and Tebbis dies without his injections. His death drives the Doctor to infect the administrator Chellick with Tebbis's blood, forcing the hospital to change its policy.
