Janeway struggles to bring the crew back.
Most of Voyager's crew remains on the planet Quarra, conditioned to believe they are ordinary workers at a power plant. Seven of Nine, working as an efficiency monitor, begins to doubt her situation after Tuvok insists they belong elsewhere, and she helps a plant doctor uncover evidence that the new workers were drugged and given false memories.
Chakotay, Kim, Neelix and the Doctor, who escaped the abduction, work to retrieve the crew, while Chakotay tries to convince Janeway, who has begun a relationship with a local man named Jaffen. Janeway and Jaffen eventually help lower the defenses so Voyager can beam the crew out, and the authorities promise to end the forced labor. Jaffen stays behind.
