A Hierarchy crewman who tapped into the Doctor's daydreams by mistake and then needed the Doctor's help to make his flawed report go away.
Phlox is a junior officer on a Hierarchy observation ship in Tinker, Tenor, Doctor, Spy. Unable to scan Voyager normally, he uses a tunneling scan that locks onto the Doctor's program while the Doctor is daydreaming about being an emergency command hologram, and he reports the fantasies as fact, prompting an attack on Voyager.
Realising his mistake and fearing punishment from his superiors, Phlox contacts the Doctor through the daydream program and asks for help. The Doctor, with the crew's assistance, plays his imaginary role for real and bluffs the Hierarchy into retreating. Phlox shares his name with an unrelated Denobulan doctor.
