The Doctor stands with hunted holograms.
Aboard the holograms' ship, the Doctor and B'Elanna Torres learn more about Iden's group, and the Doctor, having defied Janeway, helps them as they head for a planet where they plan to make a home. Along the way they free holographic workers from a Nuu'bari mining ship, but those holograms are too simple to understand what is happening, and some of Iden's followers start to doubt him.
Iden, whose program grows more fanatical and who begins to see himself as a holy leader, beams Hirogen down to the planet so his followers can hunt them. Voyager arrives, and the Doctor confronts Iden as he is about to kill the Hirogen leader. When Iden will not stop, the Doctor fires and destroys his program. The surviving Hirogen are treated and returned to their ships, and the Doctor accepts responsibility for disobeying orders. The story looks at freedom for holograms and at how the oppressed can become oppressors.
