Quarren was a curator at a Kyrian museum some 700 years after Voyager's visit. Kyrian history portrayed Voyager as a brutal warship that had helped the Vaskans crush the Kyrian people. When Quarren found a backup module of the Doctor in the collection, he brought it to life with Voyager technology. Henry Woronicz played him.
In Living Witness, the Doctor was horrified by the museum's account and set out to prove what had really happened. Quarren, a sincere seeker of truth, came to believe him and urged him to keep going, even as the tension between Kyrians and Vaskans erupted into violence.
