The Nygeans are a Delta Quadrant people with a strict justice system in which the relatives of a crime's victims decide whether the offender is pardoned or punished, and death is a possible sentence. They hold prisoners from many species aboard their transports.
In the episode Repentance, Voyager took aboard Nygean guards and their prisoners after their ship was damaged. One condemned murderer, Iko, was treated by the Doctor with Seven of Nine's nanoprobes, which corrected a brain defect and gave him a conscience for the first time. Despite his genuine remorse, the victim's family refused to spare him, and the episode used his case to question how justice should treat a person who has truly changed.
