The Hirogen hunt holograms as prey.

Voyager answers a distress call from a Hirogen hunting station and finds it built around a vast holodeck, where only one Hirogen, an engineer named Donik, has survived. Donik explains that the holographic prey, upgraded with technology Janeway gave the Hirogen, have overridden their safety limits and killed their hunters. Voyager and a second Hirogen ship are drawn into a trap, and the holograms take the Doctor.
The holograms, led by a Bajoran named Iden, include copies of many Alpha Quadrant species, and they were built to feel pain and die over and over so the hunts would seem real. The Doctor is moved by their suffering and argues their case to Janeway, who disagrees, and the two clash over holographic rights. When Hirogen ships attack, Iden fires on Voyager, takes B'Elanna Torres prisoner and escapes at warp. The seventh-season two-parter follows directly from the end of The Killing Game, where Janeway gave the Hirogen holodeck technology.
