A Qomar scientist who became fascinated by the Doctor's singing, inspired his ill-fated music career, and then replaced him with a new hologram.
Tincoo is a member of the Qomar, a technologically advanced but arrogant people who have no concept of music until they hear the Doctor sing in Virtuoso. She takes particular interest in his performances, and the Doctor falls for her as the Qomar make him a celebrity on their homeworld.
The Doctor decides to leave Voyager for his new career, but Tincoo develops an upgraded singing hologram with a greater vocal range, which leaves him without a place. Realising that the Qomar valued only his voice and never his personality, he returns to Voyager.
