The Lokirrim are Delta Quadrant humanoids fighting a revolt by photonic beings, holograms that had turned against them. As a result, they view all holograms as threats and confiscate or deactivate them.
In Body and Soul, a Lokirrim ship captured the Delta Flyer with Seven of Nine, Harry Kim and the Doctor aboard. The Doctor escaped detection by transferring his program into Seven's cortical implant, taking over her body. Under the command of Captain Ranek, the Lokirrim were eventually persuaded to release their captives.
