Quarra is the planet at the centre of Workforce and Workforce, Part II. Facing a shortage of workers, a conspiracy within the planet's society abducts people from passing ships, alters their memories and places them in jobs, and the Voyager crew is taken this way after their ship is damaged.
Janeway, believing herself to be a Quarren citizen, works at an energy plant and begins a romance with Jaffen, while Seven of Nine becomes an efficiency monitor. Chakotay, the Doctor and Harry Kim work to free them, aided by a local investigator, and the scheme is exposed.
