Kira's old resistance cell is at odds with the provisional government.
After the death of the First Minister, Kai Winn becomes the interim leader of Bajor. She asks Kira to convince Shakaar Edon, the leader of her old resistance cell, to return farming equipment that Winn wants for an export project. Shakaar refuses, and Winn sends security officers to arrest him. Kira helps him escape.
The old cell members hide in the mountains as Bajorans rally behind Shakaar. Facing the militia in a canyon, Kira and Shakaar see that their pursuers include old friends and refuse to fire. A ceasefire is called, and Shakaar announces that he will run against Winn for First Minister, which leads her to withdraw.
