Lupaza fought alongside Kira Nerys in the resistance cell led by Shakaar Edon during the Cardassian occupation. In Shakaar, she is among the farmers of Dahkur Province who refuse to return soil reclamators that First Minister Winn has demanded for Rakantha Province, and she is firm that the equipment will stay.
When Winn tries to have Shakaar arrested, Lupaza flees with Shakaar, Kira and Furel into the mountains, where the old cell evades the Bajoran militia for weeks. Their pursuit ends in a ceasefire, and Shakaar enters the race for first minister.
