A former Bajoran resistance leader and Kira Nerys's old cell commander who went on to become First Minister of Bajor.
Shakaar Edon led the resistance cell in which a young Kira Nerys fought during the Cardassian Occupation of Bajor, and he allowed her to go on her first mission when she was only thirteen. After the Cardassians withdrew he returned to farming, until the government under Kai Winn Adami, then acting as First Minister, tried to take equipment his community needed.
His refusal to hand it over turned into a standoff that made him a popular figure, and he was elected First Minister, defeating Winn. In office he pushed for Bajor's swift admission to the Federation, a process halted at the last moment when Benjamin Sisko received a warning from the Prophets that the time was not right.
Shakaar and Kira began a romantic relationship while he worked closely with Deep Space Nine, but after a visit to a Bajoran shrine they concluded they were not meant to share the same path and parted amicably. He illustrates how Bajor's resistance fighters became its post-occupation leaders.
