The trio tries to save a sanctuary district from violence.
Posing as Gabriel Bell, Sisko works to keep the hostages unharmed while knowing that Bell is supposed to die when the standoff ends, and he demands that the residents be allowed to air their grievances. Dax, watching the riots from Brynner's office, sneaks into the district to find her friends, and later gets Brynner to switch on a terminal so the residents' stories can be broadcast around the world.
Kira and O'Brien, beaming down to one time period after another, finally reach the right year. When the governor sends troops to storm the processing centre, Sisko is shot while protecting a hostage, and the events unfold as history recorded them. The timeline is restored, and back on the Defiant the historical photograph of Gabriel Bell now shows Sisko's face.
