Walled-off district of 2024 San Francisco where the poor and unemployed were confined, and where the Bell Riots broke out.
The Sanctuary Districts were walled-off sections of American cities in the 2020s, used to contain the poor, the unemployed, the sick and anyone else unable to support themselves. In Past Tense, Sisko and Bashir are taken into one in San Francisco after arriving from the future without identification.
The district is the setting of the Bell Riots, in which residents seized the processing center and took hostages. In Past Tense, Part II, troops end the uprising, but the broadcasts of residents' stories turn public opinion and lead to the districts' abolition.
