Sanctuary District resident and father who wanted the residents' grievances heard, and who joined the Bell Riots alongside Sisko.
Webb is a resident of the San Francisco Sanctuary District in Past Tense, living there with his son, Danny. He is one of the people trying to organize the district's residents so their grievances will be heard, and Sisko initially avoids involvement for fear of altering history.
Once the processing center is seized, Webb stands with Sisko, who is posing as Gabriel Bell, in demanding that the authorities listen and that the districts be closed. The standoff runs through Past Tense, Part II until the authorities send in troops. Bill Smitrovich played the role.
