Enterprise returns to Earth as delegates from several worlds meet to discuss forming a coalition of planets. A xenophobic movement called Terra Prime, led by John Frederick Paxton, wants all aliens to leave Earth and is prepared to use violence to stop the talks. Peter Weller plays Paxton.
