Section 31 handler who drew Malcolm Reed back into covert work during the Klingon augment crisis and the Terra Prime affair.
Harris was an operative of Section 31, the secret intelligence organization, and Malcolm Reed's former superior. Played by Eric Pierpoint, he contacted Reed in Affliction, when Phlox was abducted by Klingons, and pressured him to act secretly against his own crew, placing Reed in what Archer called an impossible situation.
Afterward, Reed demanded that Harris never contact him again, but Harris insisted Reed could not simply walk away. Under Archer's orders, Reed did reach out to Harris again during the Terra Prime crisis in Demons and Terra Prime.
