Nathan Samuels was a United Earth government minister who led the 2155 conference forming the Coalition of Planets, an alliance of Earth, Vulcan, Andoria, Tellar and others. Played by Harry Groener, he worried that news of a human-Vulcan hybrid child would inflame anti-alien feeling.
In Demons, Archer discovered that Samuels had once been a member of Terra Prime, the xenophobic movement led by John Frederick Paxton, and used that knowledge to win his cooperation. After the crisis, the coalition talks went forward.
