Fleet admiral leading Starfleet in the 32nd century, who oversees the rebuilding of the Federation after the Burn from Starfleet Headquarters.
Charles Vance, played by Oded Fehr, is the commander in chief of Starfleet in the 32nd century. When the USS Discovery arrives from the 23rd century, he runs a much reduced Starfleet from a hidden headquarters, holding the remains of the Federation together in the long aftermath of the Burn.
At first Vance is wary of Discovery and its time travelling crew, but he soon comes to rely on Michael Burnham, Saru and their ship. He backs the investigation into the cause of the Burn, the fight against the Emerald Chain, the crisis caused by the Dark Matter Anomaly, and the race for the Progenitors' technology in Discovery's final season. He is a family man who often weighs the needs of the people in his care against strict Starfleet rules. He returns in Star Trek: Starfleet Academy as the academy reopens in the 32nd century.
Vance stands for the steady leadership of the rebuilding Federation. He is one of the few Discovery characters to carry over into Starfleet Academy.
