Devore

Delta Quadrant empire that outlawed telepathy

A Delta Quadrant power whose Imperium bans telepathy, conducting regular searches of passing ships and sending captured telepaths to relocation centres.

The Devore are a humanoid species from the Delta Quadrant who control a large territory known as the Devore Imperium. Telepathy is illegal there, and Devore inspection teams routinely board ships passing through their space to search for telepaths, who are taken to so-called relocation centres from which they do not return.
In the episode Counterpoint, USS Voyager is secretly carrying a group of telepathic refugees while travelling through Devore space. To avoid detection, the crew hide the refugees and Voyager's own telepaths in transporter buffers during inspections. Inspector Kashyk, who leads the searches, then comes aboard claiming that he wants to defect and offers to help Kathryn Janeway locate a wormhole that the refugees could use to escape. A romance develops between the two, but it is a trap. Janeway anticipates the betrayal and the refugees escape anyway.
The Devore offer one of Voyager's clearest portraits of an authoritarian state, and Counterpoint is widely admired for its tense cat-and-mouse plot.
