Janeway protects telepaths from a hostile species.
Voyager is crossing the space of the Devore, who ban telepathy, while secretly carrying Brenari refugees to a wormhole that will take them to safety. To hide them, and the ship's own telepaths, during repeated inspections led by the cultured Inspector Kashyk, who likes to play classical music aboard, the crew store them in transporter buffers, a method that is starting to harm them.
Kashyk then arrives alone, claiming he wants to defect, and helps Janeway find a scientist who can predict where the wormhole will open. A wary attraction grows between him and Janeway, but he turns out to be setting a trap. Janeway, who never fully trusted him, has fed him false coordinates, and the refugees escape through the real wormhole while the Devore find only crates of vegetables. Kashyk leaves without a report rather than admit failure. The fifth-season episode is a cat-and-mouse story built on Janeway and Kashyk's matched wits.
