A scientist in Devore space whose data on an unpredictable wormhole helped Voyager plan an escape route for telepathic refugees.
Torat is a scientist met in Counterpoint, while Voyager is secretly carrying Brenari telepaths through the territory of the Devore Imperium, where telepathy is illegal. The refugees direct the crew to Torat because he has studied the random appearances of a wormhole that could carry them to safety.
Janeway and the Devore inspector Kashyk persuade Torat to share his findings, and he gives them the last four locations at which the wormhole opened, leaving them to work out where it will appear next. Solving that pattern becomes the basis of the plan that Kashyk later tries to turn against Voyager.
