Telepathy is outlawed in the territory of the Devore Imperium, and the Brenari, a telepathic species, had to hide from Devore inspectors to avoid arrest. A group of Brenari refugees sought escape through a wormhole that appeared at seemingly random locations.
In Counterpoint, Voyager concealed the refugees, along with its own telepathic crew, in transporter buffers during repeated inspections by Inspector Kashyk. Janeway worked with the scientist Torat to predict where the wormhole would open next, and despite Kashyk's betrayal she outwitted the Devore and got the Brenari through.
