Devore warships patrolled the territory of the Devore Imperium, which outlawed telepaths. In Counterpoint, Voyager was secretly carrying a group of Brenari telepathic refugees towards a wormhole that could take them to safety, and Devore ships repeatedly stopped it for inspection.
The inspections were led by Inspector Kashyk, who later came aboard claiming he wanted to defect and help. Janeway saw through his plan to betray the refugees and outwitted him, sending the Brenari to the wormhole on shuttles while the Devore warships closed on Voyager.
