The senior staff become characters in a spy fantasy.
Bashir and Garak are in a 1960s spy holosuite program when a runabout accident forces Eddington to store the crew's transporter patterns in the station's computer. Sisko, Kira, Dax, O'Brien and Worf appear as characters in the game, and Bashir cannot end the program or let them die, while the safeties are off.
Bashir faces down the villain Dr. Noah, played by Sisko, whose plan is to flood the world. Garak is shot at one point and wants to end the program, but Bashir keeps going. Bashir defeats Dr. Noah's plan by helping him destroy the world, which allows the patterns to be restored safely.
