Dr. Hippocrates Noah is the arch villain of Julian Bashir's 1960s style secret agent holosuite program. In Our Man Bashir, a transporter accident stores the patterns of several senior officers in the station's computer, and the holographic characters take on their faces, so Noah appears as Benjamin Sisko.
Noah plans to flood most of the world and repopulate it from his mountain stronghold, and he imprisons Bashir and Garak as the plot unfolds. To keep the program running until the real crew can be restored, Bashir plays along with the scheme until the stored patterns can safely be retrieved.
