The creator of Data and Lore.
Noonien Soong is the cyberneticist who created the androids Lore and Data, played by Brent Spiner. A brilliant, eccentric and reclusive scientist, he spent his career developing positronic brains and wanted his creations to experience emotion.
His colony on Omicron Theta was destroyed by the Crystalline Entity, and he was believed dead until the episode Brothers, in which a homing signal summons Data to the remote planet where Soong is hiding. He reveals that he has built an emotion chip for Data, but Lore, drawn by the same signal, steals the chip and mortally wounds him. Soong later appears as a hologram in Inheritance, which reveals that his wife Juliana is herself an android.
The Soong family appears across the franchise, all played by Spiner: Arik Soong in Enterprise, Adam Soong in the second season of Picard, and Noonien's son Altan Inigo Soong in the first season of Picard.
