A cyberneticist whose plan to disassemble Data led to a landmark hearing on whether an android has rights.
Commander Bruce Maddox was a Starfleet cybernetics researcher who hoped to reproduce Noonien Soong's work by studying Data. In The Measure of a Man he obtained orders transferring Data to his command for disassembly, and when Data resigned, Maddox argued that Data was Starfleet property and could not refuse.
Judge Advocate General Phillipa Louvois ruled that Data had the right to choose, and Maddox began to call Data by name rather than treat him as a thing. The two later corresponded, as seen in Data's Day. Maddox continued his android research for many years, and he reappeared decades later in Star Trek: Picard, where he died after being attacked by Agnes Jurati.
