Elizabeth Shelby was an ambitious Starfleet officer who led the defense against the Borg and served as first officer of the Enterprise-D during the 2366 invasion.
Elizabeth Shelby was a lieutenant commander and an expert in Borg tactics. In 2366 she was sent to the Enterprise-D to help prepare for a Borg invasion. Talented and ambitious, she clashed with William Riker, whom she saw as standing in the way of her career, and openly sought the post of first officer.
When the Borg captured Jean-Luc Picard and turned him into Locutus, Riker took command and made Shelby his first officer. She led the away team that tried to disable the Borg ship, and her bold ideas helped the crew rescue Picard. The Borg went on to destroy a large Starfleet fleet at Wolf 359, and after the crisis Shelby was assigned to help rebuild it.
Shelby is remembered as a strong, driven officer, a mirror of the younger Riker, and her role in The Best of Both Worlds was key to the most famous story of the series.
