The people of Rutia IV, whose long struggle with the Ansata separatists drew the Enterprise-D into a terrorist hostage crisis.
The Rutians are the humanoid inhabitants of Rutia IV, a prosperous and neutral world that trades with the Federation. For decades the planet has been troubled by the Ansata, a separatist movement fighting for independence for the western continent through bombings and other attacks.
In the episode The High Ground, Dr. Beverly Crusher was taken hostage by the Ansata leader Kyril Finn while treating victims of a bombing. The Ansata used a dimensional-shift transporter that was slowly harming their own bodies, and they later boarded the Enterprise-D. The crisis ended when Finn was killed by the Rutian security chief Alexana Devos, and the episode explored the moral cost of terrorism and counterterrorism.
