Terrorists take Dr. Crusher hostage on Rutia IV.
While delivering medical supplies to Rutia IV, Dr. Crusher is kidnapped by terrorists who are fighting for independence from the Rutian government. The Enterprise crew has to find her and decide how to respond. The leader of the group, Finn, explains that they believe violence is the only way to be heard.
The episode is a serious examination of terrorism and political violence, and features a debate between Picard and Dr. Crusher about whether the cause can ever justify the means. It was noted for a comment on the future of Earth that was seen as controversial at the time. It is a challenging and thoughtful hour that does not offer easy answers to difficult questions.
