Kyril Finn led the Ansata separatists on Rutia IV and took Beverly Crusher hostage to force the Federation's attention on his cause.
Kyril Finn was the leader of the Ansata, a separatist movement waging a long terror campaign on Rutia IV, in The High Ground. When the Enterprise delivered medical supplies to the planet, Finn's fighters abducted Dr. Crusher, using a form of dimensional shift transport that was slowly killing those who used it.
Finn was intelligent and committed, and he tried to win Crusher's sympathy for his people. He later seized Picard and others and planned to strike at the Enterprise. When the crew found the Ansata base, Finn was shot dead by the Rutian security chief Alexana Devos. Richard Cox played him.
