Alexana Devos was the head of security on Rutia IV, who fought the Ansata separatists and killed their leader Kyril Finn.
Alexana Devos headed security for the government of Rutia IV in The High Ground. She had spent years fighting the Ansata, and when Dr. Crusher was abducted she pressed the Enterprise to help hunt them down, and ordered harsh interrogations of suspected sympathisers.
The crew found her methods troubling, but Devos was also a weary professional who had seen terrible violence. She joined the Enterprise team that tracked the Ansata to their base. When Kyril Finn threatened Picard there, Devos shot and killed him. Kerrie Keane played her.
