A faction of Suliban who accepted genetic enhancements from a mysterious figure in the future in exchange for carrying out his orders in the Temporal Cold War.
The Suliban Cabal was a militant group of Suliban, a nomadic people, who received genetic modifications that gave them abilities such as shapeshifting camouflage and enhanced resistance. In return they followed instructions passed to them from a shadowy figure in the future, making them foot soldiers in the Temporal Cold War.
In 2151 Cabal agents attacked the Klingon courier Klaang, hoping to destabilize the Klingon Empire. The incident led to the launch of Enterprise under Captain Archer, who uncovered the plot and confronted the Cabal at its helix base. Their operative Silik became a recurring adversary.
The Cabal also tried to sabotage Enterprise while it was carrying pilgrims, an incident in which Crewman Daniels revealed himself as a time traveler from the 31st century. Later Cabal operations continued to interfere with Archer's missions until the Temporal Cold War came to a head.
