An investigation into possible sabotage becomes a witch hunt.
After an explosion in the engine room that appears to have been caused by sabotage, retired Admiral Norah Satie arrives to lead an investigation. Her methods become more aggressive, and she begins to suspect those with Romulan ancestry, including a young crewman named Simon Tarses. A witch hunt starts to take shape.
Picard is initially willing to cooperate, but he grows alarmed as the inquiry threatens the freedoms the Federation holds dear. The episode is a powerful courtroom drama about fear and abuse of power, with a speech by Picard that is often quoted. It is regarded as one of the best of the series, and its message has remained timely over the decades since it first aired.
