A celebrated retired admiral whose investigation of sabotage aboard the Enterprise-D grew into a paranoid witch-hunt.
Norah Satie was a respected Starfleet investigator and the daughter of an esteemed Federation judge, Aaron Satie. In The Drumhead she came aboard the Enterprise-D to look into an explosion in the engine room and the discovery of a Klingon exchange officer spying for the Romulans.
Even after the explosion was found to be an accident, Satie continued, targeting a crewman, Simon Tarses, over his hidden Romulan ancestry, and finally turning on Picard himself. Picard used her father's own words on civil liberties against her, and her outburst before Admiral Thomas Henry brought the hearings to an end.
