The academic year begins, and Chancellor Ake works to ease tensions between the Academy and Starfleet's War College, led by Commander Kelrec. Caleb keeps looking for his mother, following Braka's mention of a world called Goja V. A delegation arrives from Betazed, which left the Federation during the Burn, and its president resists Admiral Vance's overtures.
Caleb befriends Tarima Sadal, the president's daughter, and uses a campus tour to search stellar charts, learning that Goja V lies behind Betazed's defenses. She feels used, but after he apologizes, a plan to build the Federation's new seat of government on Betazed is accepted and the planet rejoins. Tarima enters the War College, and her brother Ocam joins the Academy. The episode was directed by Alex Kurtzman and written by Noga Landau and Jane Maggs.
