A glitzy independent planet outside Federation space, known for its casinos and black markets, where Seven of Nine confronted Bjayzl in 2399.
Freecloud is an independent planet that sits outside Federation space. It has never joined the Federation and has its own laws, with gleaming cities, bright advertising and a lively mix of traders, tourists and criminals. Its markets offer almost anything, including illegal goods and services, and it has become a haven for people the Federation cannot reach.
In 2399 Jean-Luc Picard and the crew of La Sirena visited Freecloud to find Bruce Maddox, who was being held by the black-market dealer Bjayzl. Seven of Nine joined them because of her own history with Bjayzl, who had harvested and sold Borg implants, including those taken from Icheb, the former Borg drone Seven had treated as a son. The crew rescued Maddox, and Seven later returned and killed Bjayzl in revenge.
Freecloud shows a part of the galaxy where the Federation's ideals hold little sway. It gave Picard's first season a look at the rougher world beyond Starfleet and at Seven's darker side after leaving Voyager.
