The council of the five surviving Xindi species, which ordered the attack on Earth in the 2150s.
The Xindi Council brings together representatives of the Primate, Reptilian, Insectoid, Arboreal and Aquatic Xindi, the surviving species of a homeworld destroyed in a civil war. Influenced by the Sphere Builders, who claim humans will destroy the Xindi in the future, the council approves a weapon to annihilate Earth.
In 2153 a probe launched by the council kills seven million people on Earth. During Enterprise's third season, the scientist Degra and other members come to doubt the Sphere Builders, and the council splits over the attack.
