The 2381 negotiations on Ferenginar that formalized the Ferengi Alliance's agreement to join the United Federation of Planets.
In 2381 Captain Carol Freeman went to Ferenginar to help a Starfleet admiral formalize the agreement for the Ferengi to join the Federation. Grand Nagus Rom and First Clerk Leeta kept adding new terms to the deal, and the admiral kept accepting them.
Freeman realized the Ferengi leaders were running a scam and answered with one of her own. That won the respect of Rom and Leeta, who agreed to the Federation's original terms. Meanwhile, Freeman's junior officers enjoyed a rare break on the Ferengi homeworld.
