Odo and Garak investigate an attack on the tailor's shop.
An explosion destroys Garak's shop, and Odo finds a bomb designed to look like an accident. The suspected assassin dies when his ship explodes, and evidence points to the Romulans, as members of the Obsidian Order close to Enabran Tain have been dying.
Odo suspects that Garak blew up his own shop to start an investigation. The two set out to find Tain but are captured by a Romulan warbird, where Tain admits ordering the killings. The Tal Shiar and the Obsidian Order plan a joint strike on the Founders, and Tain asks Garak to join him, which Garak accepts.
