Retaya is a Flaxian in Improbable Cause. After Garak's shop is destroyed by a bomb, Odo identifies him as a possible suspect and tracks him down, but before he can be questioned his ship explodes.
The evidence points to the Romulans, who apparently hired and then killed him. Odo's investigation leads to Enabran Tain and to a joint plan of the Obsidian Order and the Tal Shiar to strike the Founders.
