A Cardassian who appears to be a war criminal is held on the station and Kira struggles with her past.

A Cardassian seeking treatment for a disease caught only at the Gallitep labour camp is arrested by Kira. He calls himself Aamin Marritza, a file clerk, but evidence soon suggests he is Gul Darhe'el, the camp's brutal commander, and he proudly claims the role.
Dukat says Darhe'el is long dead, and Odo and Kira learn that the prisoner really is Marritza, who changed his appearance so that he could be tried for the camp's crimes and make Cardassia face its guilt. Kira lets him go, but a Bajoran stabs him to death on the Promenade because he is a Cardassian.
