A strict Starfleet captain who took command of the Enterprise-D during a tense standoff with the Cardassians.
Captain Edward Jellico commanded the USS Cairo and had experience negotiating with the Cardassians. In Chain of Command he was assigned to the Enterprise-D when Picard was sent on a covert mission, and he quickly reorganized the ship with a formal command style that frustrated the crew, especially Riker.
Jellico relieved Riker of duty after they clashed, while he negotiated with Gul Lemec. Learning that Picard had been captured, he refused to trade concessions for him. Jellico then asked Riker to fly a shuttle mission to place mines on Cardassian ships, which gave him the leverage to force the Cardassians to back down and release Picard.
