A Cardassian gul who negotiated with Captain Edward Jellico while Picard was being held prisoner.
Gul Lemec led Cardassian forces near the border in Chain of Command. He met with Captain Edward Jellico, who had taken command of the Enterprise-D, in talks over the Cardassian military build-up. Jellico deliberately kept him off balance with his blunt manner.
Lemec offered to release the captured Picard in exchange for Federation concessions. Jellico refused, and when Riker placed mines on Cardassian ships hidden in a nebula, Lemec was forced to withdraw his forces and release Picard.
