Andy Billups, voiced by Paul Scheer, is the human chief engineer of the USS Cerritos in the 2380s, holding the rank of lieutenant commander. He is the direct boss of Sam Rutherford and leads the ship's engineering department with great enthusiasm.
Billups was once the crown prince of Hysperia, a planet whose people model their culture on Renaissance fair fantasy. He gave up his birthright to pursue engineering in Starfleet, but his mother, the queen, refuses to accept his decision and keeps scheming to force him to resign his commission and take the throne. These plots drive several of his storylines, and he resists them to stay with the Cerritos. In engineering he is supportive of his staff and especially of Rutherford, and his department is often central to the ship's crises.
Billups is one of the steady figures of the Cerritos senior staff. His backstory adds a touch of fantasy satire to Lower Decks.
