The Tandarans are a humanoid species who were in conflict with the Suliban Cabal in the 22nd century. In response, they held Suliban civilians in internment camps, regardless of whether those prisoners had any link to the Cabal.
In Detained, Jonathan Archer and Travis Mayweather were captured and held in a Tandaran camp alongside Suliban detainees. The camp's commander, Colonel Grat, questioned Archer about the Cabal and his encounters with them. Archer came to sympathise with the prisoners and, with help from Enterprise, helped them break out.
